Horror movie?

Would you call this a horror movie?

Sometimes I see it included in books and websites devoted to horror movies. I guess it's the closest to horror John Waters got. Maybe Serial Mom. I feel like people include it just to get some Waters representation, which I understand.

I think most of John Waters' film have elements of horror, but this one seems especially so. It's certainly not for the squeamish.
