Horrendously stupid (semi-spoilers)

From the horrid opening showing the most horrendous transaction possible. Yes, carrying a package and then just giving it to other people while acting like you don't even notice is the way to not get attention.

To just killing every possible robber - like they wouldn't have talked by then. For so to not do anything with Ugo.

To Rocco all of the sudden being close to in love with Ugo by the end by the end.

And lets not forget the ridiculous political conversations at the police station.

The rest of the film was regular pulp, far from smart, but entertaining enough.

You are far from understanding this movie.
The opening is great and shows what in reality was done at that time to avoid police, i.e. using non criminals to carry a package and no one of them knows starting and final destination.
Killing is the only way to be sure they don't talk.
Rocco is not in love but plenty of admiration for Ugo and in the criminal code this turns in respecting him.
The political conversation was and is normal in Italy where people have a brain and use it.
Tarantino used this movie as one of examples for his movies.

And it was very appropriate for early 70s.

Plus the two cops were played by awesome actors, so they could be talking about grass growing and it'd be interesting!

This world is a comedy to those that think, a tragedy to those that feel.
