Spoiler Plot Question

Just saw this again after a long time. Is it ever explained what possessed these people to put the Carter girl in the film? It is highly suggested in one scene, I believe the one where Carter kills Albert, that Margaret helped Eric recruit her. Margaret certainly knew her anyway, and the others must have known her relation to Margaret and Frank? Frank may have been a straight arrow, but everyone up there knew he was connected- why didn't they find another girl?

And that's not even taking into account that people might know that Jack Carter may actually be the girl's father.

The tarty thin bird (the mistress for both Brumby and Kinnear) being dunked into the bath by Jack says that she was chosen at random.

As Margaret- Jack's brother Frank's slutty bit on the side (who was married) is supposedly the girl's "stepmum", and is in the film also, we can assume that word-of-mouth ensured that they roped her in?
