Whst's with the Frenchman's speech?

I was wondering why the Frenchman failed the two language tests the Indians gave him. I can't recognize a single word he says when he's supposedly saying, "I am French, I am French!" and I know that much French at least.

Is he actually speaking French, or is it a different language from France, like Provencal, Occitan, Breton, Basque, etc.?

He does speak french, but with an accent that is somewhat similar to that of some Canadians. He speaks quite well, actually (bearing in mind that he's not a native speaker - he was a Brazilian born in Italy).
