Minimum drinking ages have varied radically over the years. In the US before the Revolution (please, I know it was not the US at that time) there was no minimum drinking age. Many parts of Europe allowed teens and children to drink to a degree. I don't recall the time period that Clockwork Orange was set in, but it is quite possible they have changed, been abolished, or many people at that time simply ignore it.
