An incoherent mess

I spent half the movie wondering, "Who is that person, and why am I supposed to care?" And when there was narration, which normally would help clear things up, I was never sure whether the narrator was a character in the movie or a disembodied authoritative voice or an ironic counterpoint to what I was watching. I don't think you can learn much history from this movie. On the contrary, you have to already know a fair amount of WWII history in advance of watching this movie in order to have any hope of understanding what is going on.

Maybe Woody Allen could possibly shed some light on it for you.
