Of course it is Michael Palin! I think he is the only one who sings it and it is just too funny. I laugh every time I watch it and it is really great to watch it if you're feeling down.
The thing I find most hilarious about it is the other men's reaction when he starts singin that "he dress in women's clothing and hangs around in bars..."
