I'm assuming there's a historic reason why Eliz had her finger in her mouth in the final scene. Was it supposed to be representive of the "fetal" position many return to upon dying?

I suppose so - it also accentuates Elizabeth's frailty (almost! She was, after all, Gloriana!), making her seem small, diminished, like a little girl.
