But I was hoping they would explain why the rogue cops wanted to assassinate the African leader.
I just saw the DVD. Late in the film, the police chief realizes that the rogue cops/assasins weren't shooting at the African Leader, but at the police chief himself. The Mafia had ordered the hit, because the chief had shot a mafia hood in Malta a year or so earlier. This was the Mafia's revenge.
