I thought they were both pretty scary when I was a little kid, but the Winter Warlock before he turned good was super creepy when it would show him in the dark and all pissed off.

Bumbles seemed cute to me...like a teddy bear almost.
Winter, because he seemed smarter and therefore more capable of destruction. Bumble walked right past Rudolph and his father hiding behind the snowbank, with Donner's antlers very easily visible, yet did nothing. If that had been Winter, I predict there would have been bad stuff happenin'.
shareI'd have to say Winter. Bumble was just an animal, more or less. Winter was the way he was with forethought.
