At the prison camp where one is about to be executed, the crowd starts whistling and moving their arms up and down. What was this? A protest?

That's how I saw it.

I would say it was a protest, too. I think this scene was copied from a similar scene in Peckinpah's Major Dundee where the Confederate POWs whistled Dixie in protest.
