Annie Get Your Gun - resemblance to Buffalo Bill is incredible!

If anyone has seen Annie Get Your Gun, you might agree that Custer, played by Richard Mulligan, has an uncanny resemblance to Buffalo Bill, played by Louis Calhern. The hair, the goatee, the hat, even the fringed leather jackets. As I was watching Annie for the first time yesterday, all I could think of was Custer.

A 1970 Little Big Man audience would have been familiar with 1950's Annie Get Your Gun. Why would they make such a direct, obvious reference to Buffalo Bill like this?
