Arnold's dialgoue


As most people know, in most movies, the dialogue has to be recreated by (usually) the original on-set actor, in a post-production process called ADR (Automated Dialogue Replacement or Additional Dialogue Recording). My question is, was the decision to redub Arnold's voice made AFTER Arnold did the post-production dubs or before?

When we hear Hercules on the radio, it is the dubbing actor's voice even on the DVD's "Arnold" soundtrack, which leads me to believe that Arnold never recorded those lines, which in turn leads me to believe that they never intended to release the film with Arnold's voice.
