who is the man/neighbour in the window, looking down on Léaud?

Hello, can anyone help me on my school film project?
About 25 min into the film Léaud is colouring flowers outside is flower stall, he then looks up to one of his neigbours and asks him what he thinks.
Does anyone know who the neigbour is, which actor plays this neigbour?
I hope someone can help me.

I'm hoping you found your reason. I've tried to figure it out myself. I'm supposing it has something to do with French humor. Something like...the young learn from the old, even if the older are a bit odd. What did you make of it?
