Who killed Peggy?

Almost at the end of the film Jack confess that he murdered Peggy, but when? There's a scene where Jack and Peggy wake up and he just stays in the bed while she got out to the balcony, but after he also go out and now Peggy has a bullet injury in the head. Who shot her?

I actually went back to check what he said exactly and it was that he had her killed.
