The scene where Burt's character is summoned by the commissioner concerning closing the airport. In a frontal shot, he's seen putting a cigarette in his mouth & then lowering his arm. Then the scene cuts to a rear shot w/ him raising the cigarette again. So, he puts the cigarette in his mouth, twice, before lighting it.
