Some of these bad guys are silly.

Silliness is part of the charm of a lot of these would-be world conqueror HB characters.
But the worst offenders i say are the Hong Kong Phooey villains. Those guys had the most ridiculous plans of all time.
At least the Scooby villains always had creativity but they never went overboard other than the monster costume.
