What's the name of the tune in 'The Goodies and the Beanstalk'?

What is it that Bill plays on a violin and Tim plays on a saxophone when Graeme informs them that they are poor? I've heard it before but I haven't got a clue what it's called or who wrote it.

The name is "hearts and flowers". But I don't know who wrote it.
