As 'The Photographer' he's terrifyingly sinister; and yet, however often I watch it I can never put my finger on what he's doing to create such unease. The art is invisible.

Well said. I think it's the fact he smiles all the time!

It's a kind of knowing smile. He is a bit like the MC in Cabaret (Joel Grey) who is also unsettling. It is like he knows something the rest of the cast do not.
