Is the music video to Beck's 'Sexx Laws' based on this movie?

I was just watching this movie and I noticed some simalarities between this movie and the Beck video, especially near the end of the video when Jack Black makes his speech. It sounds close to the speech that Mr. Freedom makes when he meets his crew for the first time.
