With an 8.1 rating, why is "Kes" not present in the Top 250?

I tried to explain this a few months ago: http://us.imdb.com/title/tt0064541/board/nest/35099230. First, Kes may not have enough votes yet from regular voters to even qualify. Second, for determining the Top 250 IMDb uses a "true Baynesian estimate" weighted rating which involves averaging the actual votes and 1300 additional votes at a value of 6.8. That pulls the score for Kes down far enough to take it out of contention for the top 250.
