Gabara = 'King Kong'

Gabara is basically a reptilian version of Kong from King Kong versus Godzilla. Kong was basically a grappler in King Kong versus Godzilla, just as Gabara is in this film. In addition, he also has the same electrical powers. They have the same powers and same basic fighting style.

In a way, this fight was sort of redemption for Godzilla. With his skills improved upon after years of fighting monsters, Godzilla easily outclassed Gabara in hand to hand fight, but then Gabara unleashed his deadliest attack, a paralyzing electrical maneuver. Godzilla was under Gabara's control as electricity surged through his body, causing his muscles to spasm and shake. Godzilla fought through the pain and found the strength to break the hold, slapping Gabara's hands away. Godzilla then flipped Gabara through the air and sent him flying face-first into the ground. Godzilla had bested the same attack that fell him six years earlier.

I don't know, would King Kong try and attack Minya?

Maybe they are just played by the same suit actor.

No, Gabara was played by Yu Sekida, King Kong was played by Shoichi Hirose in King Kong vs. Godzilla. Yu Sekida did play Mechani-Kong in King Kong Escapes though...
