Is this the movie...

Where a brunette in a whitish or light blue dress gets up on a ladder to stick a bowl of blood on top of it while surrounded by blood-thirsty cats? I remember seeing this clip on one of the various 60-minute-long horror compilation shows during Halloween in the 1970's (when I was a kid) and this scene stuck in my memory to this day for some strange reason.
