Why didn't Itard teach Victor sign language?

Seems pretty obvious. He must have known it.

The child would first have to learn the concept of language, then the concept of symbolism, before then being able to learn sign language. Itard is shown having a great deal of trouble just getting the boy to understand that written words equate to objects. Once he finally got many words related to objects only then could they have moved to hand signs equating to the words and therefore to the objects.
