Colossus origins on small screen?

IIRC, wasn't this film planned as a made-for-TV movie, but at the last minute Universal big-wigs realized the importance and impact of "Colosus" and so had it released as a feature film? Seem to recall reading that somewhere. And I seem to recall they did the same thing with James Earl Jones' movie "The Man" (which came out around the same time).
