Does this movie remind anyone else of 'Brazil'?

I think this movie greatly inspired Terry Gilliam, and no doubt the rest of the Python troupe for Holy Grail to Meaning Of Life. But I'd say the better influence would be to the movie 'When The Wind Blows', Though drastically different, the sentiment I think is much the same. Chin up, follow the instructions, and carry on as best as possible till it all blows over. Changes? Well, that's to be expected I suppose. So not so much 'going against the system' is in Brazil, but more embracing and trusting in it.
