Name that cartune??? (Can't find it)

I think it was part of the 'Pink Panther' crew b/c it had the short, all-white pointy-nosed characture as the protagonist. He was a plumber who was fixing a leak in the basement of a concert hall, while a symphony was performing on stage above him. Bascially, he encountered a bunch of slapstick mishaps, which also disturbed the orchestra. In the climax, the plumber non-chanlantly walks up on stage to hand the maestro the bill, which then causes the conductor to explode in wrath. The visuals and timing made it hilarious, but I can't find it in any search. It does NOT appear under Tex Avery. Anyone remember this rare short or know the title?
