The Yankee Doodle pidgeon was obviously from America, so that meant that Dastardly and his crew were from another country, right? Unless they were also Americans who happened to be working for another country and thus would be considered traitors to the U.S.

I believe the characters were simply 'playing Germans' kind of like how a lot of cartoon characters are placed in a variety of situations but act the same - Just look at Ren & Stimpy or Bugs Bunny & Yosemite Sam.
