Ending (Possible Spoiler)

When Col. Ostrovsky discovers that the film isn't in the capsule, why does he order smoke bombs to be fired? Then both sides are shooting like crazy then all of a sudden everyone stops shooting, makes no sense to me.

Seems like a more appropriate response would have been for him to walk back and give Ferraday another ultimatum, "Now you have two minutes to hand over the film you removed from the capsule!"

Also, just before this, Ferraday wants to know if they will be able to move the capsule without it blowing up. No one replied then a moment later he tells them to get it out of there.
