hilariously fun noir movie that somehow also melds features of everything from 'midnight cowboy' and 70s sitcoms.

did anyone else ever try western noir? in psychedelic color??

It never occured to me to consider this as a noir western. However, Eastwood did create a classic of the genre with THE UNFORGIVEN.

All excellent films. There is also the very famous No Country for Old Men, of course, and the TV series Justified, which I haven't seen but have heard nothing but good things about.

... or anticipates them, since Coogan's Bluff slightly predated Midnight Cowboy and obviously predated seventies TV sitcoms.
