Why does Chalmers drive a right-hand drive Rolls with British plates?

I'm not sure what movie you're remembering. The only car in which Chalmers is seen is a Lincoln sedan (arriving at the hospital and departing the airport...and he has a driver).

I don't think it's his. When Bullitt meets up with him, Chalmers is at some sort of venue, perhaps in his own home. It seems like a fundraiser visited by the bored wives of his political and economical backers. I'd guess the Rolls belonged to one of those ladies...
