Scandalous first scene

I can't understand that a great director like Edward Dmytryk shows such a ghastly attitude and disrespect of US soldiers in one of the most beautiful place of Naples.
And if this happened I don't think it should be magnified and in a way glorified like it is in the beginning of the movie. How would Americans react if we had such behavior in the Washington Capitol or any other famous place in the USA.
