How on earth could a man who was a bank manager and a captain in the army not understand the 24 hour clock?

He wasn't a real captain, he created that position for himself when he set up the platoon.

24 hour clock wasn't much used in England in those days. H e probablly never had occasion to use it. And he was only a captain in the home guard, not the real army.

According to wiki, 24 hour clock was introduced by the military in the First World war and the other members knew the 24 hour clock format.

Besides, that was all part of the joke of the character. He was a pompous know-all yet he was having trouble with such a simple thing.

In the first series (and in the original film) Mainwaring states that he 'served as a captain in France throughout the whole of 1919'.

That isn't true. It was later retconed.
