Is this movie the origin of 'line your hat with tin foil?'

The writers seemed serious about their scheme to defeat the alien mind control device... This wasn't the first or only movie to suggest electronic tampering with peoples' minds. The was a time travel movie with Michael Rennie, Cyborg 2087, which is sort of like The Terminator in which a "good cyborg" from the future arrives to try to prevent a mass mind control device from falling into the hands of the government. He is pursued by a pair of "bad cyborgs" and he must win the trust and cooperation of a scientist and his daughter. But the first order of business is to persude the daughter to remove the device that controls his own mind.
