Foreign films with American actors.

Lex Barker appears to be speaking his lines in English while the other actors appear to be dubbed (from German to English I would assume). This reminded me of the sword and sandal films of this era where you would see Steve Reeves doing the same thing. How do the actors know how and when to react if they can't understand what one another is saying?
