I still look at the top 250 occasionally, but it's such B.S. Forrest Gump and Life is Beautiful are in the top 100. So is the Matrix and Aliens.

Not that those are bad films (Except Life is Beautiful, which sucks), but better than Le Samourai or Top 250 of all time? It's mostly representative of the modern North American vote.

Well IMDB is an american site. And as much as we would like it to be International MDB around 40% of people (judging by the votes) of this site appear to be from United States. And since IMDB rating IS a popularity contest, mostly movies americans can relate to will get to the top. There are exceptions of course, but the tendency is there.

Hopefully... I know Harakiri squeaked in the list, and then I'm guessing plenty of people watched it because it was at the very bottom, now it's in the top 200 if I'm not mistaken. Maybe the same can happen here?

At the movie's own site, it has a 8.2 rating out of 10, but when you click on the top 250, it has a 8.0 rating out of 10... These ratings are bullhits

Below the top 250-list it says: "for the Top 250, only votes from regular voters are considered". In other words, 8.2 is the rating from ALL voters while 8.0 is the rating from REGULAR voters. Imdb hasn't "outed" how many titles a voter is required to vote for in order to be considered a regular voter in order to avoid misuse (i.e. people can register and give exactly as many votes as is needed to become a regular voter to simply increase/improve the rating/ranking of a specific movie). Because of this distinction the rating for many movies in the top 250 differ by 0.1 or 0.2 from the overall rating (the top 250 rating is generally lower - possibly due to non-regular voters having a tendency to give higher ratings).
