Does Paul Eddington make an uncredited appearance?

In a scene about 3 and quarter minutes into the Hammer Films version of Quatermass and the Pit (1967), one of the characters reading a newspaper at the entrance of the Hobbs End underground station redevelopment project bears an uncanny resemblance to Paul Eddington (The Good Life, Yes Minister, Yes Prime Minister). Mr. Eddington is not listed among the uncredited cast members, but I wonder if there is anyone who can shed any light on whether my observation is correct, or way off base.

Dear lord, the actor couldn't look more different. I knew who you meant when looking at the scene, but he is VASTLY older than Eddington, has completely different hair, and there is a perfect shot of his face in profile that you could only mistake for Eddington if you were legally blind. The actor even has clear grey in his hair.
