Why a 15 certificate?

I know that age certificates were more conservative in the 1960s, but I still cannot understand why this is a 15. Does anyone know the reason?

It's hard to believe that this is the same certificate as Loach's later film, My Name Is Joe, with its heroin, violence and constant swearing (including more than one case of the C word).

Well it wouldn't have been a 15 in the sixties as there wasn't any such certification. Apparently it was an X, meaning that you had to be over 16 to see it. I would have thought that an A would have been more appropriate, meaning that children had to be accompanied by an adult, as there is very little nudity, and no swearing that I recall.
