color bars?

on the criterion DVD there is a an option "called color bars" which just diplays those colored bars from when a channel is off air for about three minutes. Could someone explain this to me? or is it just a joke.

We cant stop here, this is Bat Country!

It is to show the correct display of colors so as to change your television settings accordingly. It is common for a DVD to have this feature. (Actually, if you watch the color bars on the Boogie Nights DVD, you get a special behind-the-scenes clip involving the infamous prosthetic penis.)

Its only on a DVD here and there, if the director or DP wants the color in it juuuuust right. It's in lots of Criterion releases, for example Fanny & Alexander or Traffic (actually, referencing your signature, I believe it's on the Fear & Loathing Criterion release as well.)

All of the Criterion Collectio Films have the color bar option.
