Where are the missing three minutes?

Apparently there were three minutes cut from the film before it's release. The scenes cut are supposedly crucial to explaining the motives of the female villians, and in the absence of this footage, the ending is like the air being let out of a tire. The movie falls flat, and, wisely, Coburn nixed the offer of yet another sequel.

Is that footage still around? Or is it lost forever?
