1968 this budget was 12,000.000.00.

How? Why? Considering there was no CGI then, unlike today, when the money gets eaten away by the ridiculous effects.

Many massive expensive sets, high salaries for stars that flake out and abandon the production, constant rewrites and reshoots, lengthy periods of inactivity where crews are still paid, the production drags on way longer than expected (it was slated for a Christmas 1966 release but didn't come out until April 1967) - the list goes on. You sure don't need CGI to flush away lots of money...

Your probably right. I've been on films that were halted for one reason or another.

Reading magazine articles about the movie when it was being made, it was often referred to as a 'Little Cleopatra', a then-recent epic with a legendary runaway budget.

sort of a Heaven's Gate.

I read that Woody Allen was astonished at the money pit this movie was, being flown into England and put up at a posh hotel for weeks before they even used him. He wrote a friend "The film will probably make a mint. Not money, but a single peppermint." At one point he threw up his hands and walked off the set, flying back to New York, without changing out of his Blofeld/Dr. Evil suit.

It's very common that actors are held up for all sorts of reasons. Schedules are constantly changing and being held up in a Posh Hotel suite should be the last of their problems. They still are paid. That is SAG rules.
