Looking for cartoon in the style of Speed Racer, released about same tim

It was set in the ocean (aquatic superhero) but the protagonist had black hair, so couldn't have been Aquaman. I think, but am not sure, that this cartoon and Speed Racer were aired in the same time block in California.

I only saw a few of them, probably in '69-'71.
