Please explain the man in the airport

When he got off the plane in California the first time, a man recognized him and knew his new name, "Tony Wilson". He and Wilson had obviously spent time together. This was never explained. A bit later, he asks his butler about it and the butler just says the man made a mistake. But this doesn't make sense to me. It can't be that Wilson simply looked like somebody that man knew, because the man knew his name. So, who was this man and how does he fit into the plot?

The man at the airport was a company employee who had been ordered by the company to give the impression of casually meeting Tony at the airport. It was one of their measures to make Tony feel more relaxed and 'at home' because they knew that Tony would be feeling nervous and uneasy about moving into a new life under the identity they had created for him.

They thought that seeing a friendly face who recognised him would make Tony feel more relaxed and accepted. Unfortunately it had the opposite effect and made him feel more paranoid and uneasy.
