Is This The Movie???

I remember seeing an re-runs movie on TV when I was a kid. I remember it being a half dozen Nazis coming ashore to Cape Cod from a submarine, and infiltrating an Amish community.
I only remember little bits of the movie. Could this be it?

They were Russians (or Soviets), not Nazis.
The community was not Amish.
They weren't infiltrating the community, they were looking for a small boat to "borrow".
Otherwise this may be the film.
