Sue Ane's magic skirt

Recently saw this on TCM. Widescreen, 86 minutes. About 20 minutes after the lion stopped roaring, there is a scene of Herman's Hermits deplaning at an airport runway. Sue Ane Langdon, wearing a black and white flower print dress with a frilly collar, says “Let's get 'em.” The crowd of extras crushes in on the lads, and next we see Sue Ane wearing the top of the same dress, black stockings, and black panties. No ripping sound effect, no “oh my” take, just sudden undies. As this was the peak period for sudden-undies advancing the plot of lame comedies – see Penelope or The Silencers – this scene struck me as possibly truncated.

My theory is that it was filmed with a guy in a monkey suit deskirting Sue Ane, but the rights holders of King Kong claimed infringement, and there wasn't enough in the budget to reshoot anything sensible, so they just cut their losses, and the film. Anyone else notice this? Any theories?
