Tresix, the Whos are born that way. In the scene where Grinch is complaining about Christmas and the others are shown feasting, there is a baby in a high chair, and he has antennae. The children lose their head features when they are a few years old.

shareBurk48917, yes, I can, because comparable things happen to us. We are born without kneecaps and our bones lessen in quantity as we grow. The heads of human babies are not in proportion to the rest of their frames, but that changes when their whole bodies begin to form. Also, we develop two sets of teeth, and the first one always falls out.
shareTeeth sure, but the rest are parts of infant development, and don't exactly equate to falling off. You must admit, It would be pretty strange to lose fingers or something as the next stage of toddler development.
shareYes, it would be, but the Whos' antennae falling out is no different from our losing and regrowing teeth, hair, and skin. We have similar functions, and the Whos obviously don't permanently lose anything that will be vital to them later, either. Also, humans having to develop kneecaps and fuse their bones is analogous to Who babies outgrowing a certain physical state. They reach a point where they don't need antennae anymore. The parts may have something to do with communication and learning language.
