Val Rogers & the sheriff's wife?

I wonder why Val treated the sheriff and his wife so well. He "appointed" Calder to his office, invited both to his birthday party, and bought an expensive dress for Mrs. Calder to wear to his party. Does anyone else get the impression that Val and Mrs. Calder had something going? Sheriff Calder seemed to resent Val and certainly had a problem with the dress Val gave to his wife.
