Why no home video release?

This used to be a staple of late night TV, and was a fun little Gothic thriller. I'm surprised no one has ever released it to VHS or DVD. There have been a number of other horror films with this same title (one of which even used a photo from this film on its cover), but this film about the one-handed killer with a multitude of attachments for his missing hand is an often overlooked little jewel.
