Kenneth Williams character is DR WATT, one of the police officer's mishears his name and ask for it to be repeated by saying "Dr who, sir?"

And he replies " WATT ", "WHO is my uncle or was, I havn't seen him for years I don't know what happened to him"

Dr WHo is a long running science fiction programmme that started in 1966 and is still running now.
