What was that on the tray?

Corinne brings in two glasses on a silver tray. (Cognac was requested.) Also in her other hand, which she sets on the table is an odd-looking thing (which I assume is some kind of dispenser for the cognac?). I see no bottle of cognac, so I guess this is some kind of dispenser? It seems to have two dial levers. She turns the bottom one (to dispense the wine?). I haven't seen anything like this, although it looks a lot like the odd clocks in the house. Anyone know what it is exactly?
